Who We Are

With nearly 50 years of experience at the FBI, Alloy founders George Holt and Kevin Phelan bring a substantial range of experience leading complex, wide-ranging investigations. They have conducted hundreds of successful national, international, and corporate investigations leading to billions of dollars in recovered assets for the United States government and our corporate partners.

With a background in finance, George Holt has managed multiple intricate criminal investigations and renowned intelligence operations.  As a leader within the FBI’s San Francisco Evidence Response Team for over a decade, Holt brings the training and skills necessary to identify, obtain, and collect all measures of evidence to build a compelling investigation. 

Through his decade-long work as leader of the FBI’s Palo Alto office, Kevin Phelan brings a wealth of experience in leading precedent-setting intellectual property, theft of trade secrets, and economic espionage investigations.  Phelan has worked with both established and emerging companies, as well as VC and financial partners, to identify appropriate, tailored, cost-conscious measures to reduce risk while maintaining corporate culture and intellectual collaboration.

Additionally, Holt and Phelan served for a combined 20 years as senior members of the FBI’s elite Behavioral Analysis Program.
